- Coverage 1986Survey estimates from the Household Budget Surveys, not administrative counts. The 2023 survey covered January to December 2023 and 7,000 households out of about 368,000 (CPI methodology, July 2024), for a CPI that represents all private households of the Republic. Table 11 states neither the scope nor the months of the earlier surveys: they are read as the Republic, and the surveys labelled 1986/87 to 2006/07 as July-to-June financial years, because the CPI bases of the same names are July to June - an inference. A survey is compared only with a survey of the same kind of period, so none of the 2012-2023 figures is set against 1986/87-2006/07 by the API.
